Rental Assistance

Rental assistance programs help low-income households pay rent by providing a monthly subsidy
to cover the gap between what the household can afford and the actual rent.
Partnering with private landlords, Walla Walla Housing Authority currently serves 1,162 households.

With our rental assistance programs, participating landlords assist in ensuring families can afford decent, safe, and sanitary housing in Walla Walla and Columbia Counties. Eligible participant households pay approximately 30% to 40% of their adjusted monthly household income towards rent and utilities.


The Housing Choice Voucher Rental Assistance Program (HCV Program), under section 8 of the 1937 Housing Act, is the largest U.S. housing subsidy program funded by the U.S. Department of Housing and Urban Development (HUD). The Project-Based Voucher (PBV) Program offers rental assistance options at specific housing locations. Assistance is attached to particular rental units, meaning if you live in a rental unit under the PBV Program and move, the assistance stays with the unit. The HUD-VASH program combines the U.S. Department of Housing and Urban Development’s (HUD) Housing Choice Voucher program for homeless veterans with case management and clinical services provided by the Veterans Medical Administration Center (VMAC) located in Walla Walla, Washington. The HOME Tenant-Based Rental Assistance (TBRA) program utilizes federal funds to support communities by providing utility, deposit, and ongoing rental assistance. The Washington State Department of Commerce (known as Commerce) funds the TBRA program and those monies are contracted to local providers. Commerce does not provide direct rent or utility assistance. Eligible households are referred to TBRA through the local Coordinated Entry System.
